I don't know the maker of this small vintage bear puzzle

This is exactly the sort of cup that makes me want to bake a chocolate torte so that I can serve after dinner espresso in this cup with it

The upper of the boot is itself a vessel, meant to hold matches, and lifts off of the the shoe shaped piece below, revealing it as a vessel as well, for holding snuff. Both stand on their own, then fit back together to
