See photos -- there are a couple of whitish/grayish areas to the glaze on the interior of the bowl as well as what seems to be a very tiny shard of stoneware stuck to the  surface

with these green painted stripes

the pattern here looks to me like it might have been made with the end of an old skeleton key but I'm not sure

Victorian I believe, with the handle thickly painted black, sapphire blue velvet just above the ferrule, and soft, pale blonde horsehair bristles with crimson stitching across them.
